After running for 30 minutes, the group is back in the arena. They take another route and make their way through a variety of obstacles. Finally, they reach the last phase of Majority Rules. They vote on whether or not to open the door. The votes are cast, but there is again another vote different from the rest. Leorio blames Tonpa, but Gon says that he is the one who accidentally pushed the wrong button. Tonpa demands an apology, but Leorio refuses on account of his past actions. They are about to fight when Killua points out that the exit is not far away.
Inside the room, there are two other doors. The first door allows five people to go in, but it is long and difficult. The other door allows only three people, but is shorter and easier. The first road takes 45 hours to finish, while the other will only take three minutes to finish. They will have to use Majority Rules to decide which door to take. If they decide on the shorter route, the two other examinees will have to chain themselves to the wall until time is up. Leorio decides on the shorter route and claims that he will be one of the three to pass. Gon wants the longer way, saying they should stick together at any cost. Killua says otherwise and claims that they have no other choice. He wants to be one of the three to pass and suggests they settle it with a fight.
On the bottom of the tower, 18 examinees have already passed. One of them dies right after entering the room. There is only one minute left and Hisoka seems to be waiting for something, or maybe someone. At last, Gon, Killua and Kurapika enter the room; Leorio and Tonpa arrive as well. The five of them were able to exit by taking the long path, but using the weapons provided, they spent the remaining time cutting a hole through to the short path.
Time is up and only 25 examinees remain (including one dead). Lippo congratulates them and explains their next destination is Zevil Island. Once they reach the island, Lippo proposes a lottery to determine the hunters and the preys.
